Summary
You will serve as a Supervisory Engineering Technician in the Test Planning Branch, Test Engineering & Planning Divison, Engineering & Planning Department of PORTSMOUTH NAVAL SHIPYARD.
DoD Military Spouse Preference (MSP) eligibles, DoD Military Reserve (MR) and National Guard (NG) Technician Preference eligibles and DoD Retained Grade Preference eligibles, Former permanent federal employees, and VEOA eligibles.
You will prepare, review, approve, and issue Hull, Mechanical and Electrical (HM and E) and some Combat Systems Office (CSO) test execution documents in accordance with test specifications.
You will identify, coordinate, and track ship condition requirements, actions and status.
You will participate in the long-range and short-range planning for Code projects involved with the Test Performance, Test Planning and Production Support function.
You will schedule and coordinate the accomplishment of projects and/or operations through the various Test Planning Sections.
You will provide technical and administrative direction for the work activities of 30-40 Section engineers, and technicians that are engaged in the substantive work of the organization.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying engineering principles and theories in the technical direction of HM&E (Hull, Mechanical & Electrical) design, inspection of testing of nuclear submarines or through training and qualification as a submarine operator on a nuclear submarine;
Experience using advanced concepts, principles and practices of engineering to serve as an expert in the details of overhaul, modification, testing and operations of complex shipboard systems including steam, propulsion, air, hydraulics, electric generation and distribution on a variety of classes of nuclear submarines;
Experience assessing, anticipating and responding to the complete spectrum of system technical alterations, procedural changes, shifting schedules, and unusual demands involved in the implementation and conduct of HM&E and CSO (Combat Systems Office) test programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
